Selectmen’s Meeting Minutes

July 15, 2008

7:00pm

Mike called the meeting to order at 7:01pm and read the appointments and announcements, and the minutes of July 8, 2008 to the audience. Mike made a motion to accept the minutes as written, Rich 2nd, so voted, Michelle abstaining.

 

Ted Tichy, the forester for TR Dillon gave a brief description of Dillon’s work. They are currently logging off of Hardy Country Road and Jewell Hill Road. The Hardy Country Road lot has already been sold and Dillon has no plans to hold onto the Jewell Hill lots once they are logged. They currently have hay bales and silt fences up to prevent run off into streams. They are doing a heavy cut but are leaving a 50 ft boundary along all brooks and streams. Mr. Tichy said there is sufficient regeneration, and that they will hay and seed any areas that are prone to erosion. The Board brought up the recent concerns over oil and oil cans left out as well as silt runoff into the streams. Chuck Stata said DES came out and took water samples. Results are not yet back. Chief White said everything was cleaned up upon his last inspection. Mr. Tichy said that heavy rains as well as the work Maxam is doing contributed to any silt runoff that might have existed a few weeks ago. The Board asked Glen Hansen to address the weight restrictions on the Atwell/Orange Brook Bridge. That bridge is posted as E2 which has an 80,000 lb weight limit. Although the legal weight for a logging truck is 100,000 lbs, Mr. Tichy said they have agreed to hold the weight down. Although Dillon has finished their cut on Map 5, lot 164 off Hardy Country Road, they are still cutting in Alexandria and their access road remains Hardy Country.

 

Rich made a motion to sign the building permit for Brogna for a 16x16 screened in porch and a 6x16 porch, Michelle 2nd, so voted, Mike abstaining.

 

Mike made a motion to set up a work session with the road agent to make sure there is enough money in the budget to do the test drainage area before they make a decision on which section of North Groton Road to shim, Rich 2nd, all in favor, so voted. The Board will meet in a work session on Wednesday, July 16 at 7:30pm.

 

Michelle gave a brief update on the Police Chief applicants. She has made preliminary contact with most of them. There are several that are interested in the position, 4 have withdrawn, and a few who have not yet returned her phone calls. Mike made a motion to table this until after a work session, Rich 2nd, all in favor, so voted.

 

Rich made a motion to sign the building permit for Kirkland for a 16x12 & 8x12 two level deck, Michelle 2nd, all in favor, so voted.

 

Rich made a motion to sign the building permit for Lieto for an 8x16 three sided wood shed, Michelle 2nd, all in favor, so voted.

 

Michelle made a motion to continue using the PA-28 inventory form, Mike 2nd, all in favor, so voted.

 

Chuck Stata informed the Board that although he had requested that Groton be assigned to the Plymouth area as their Public Health Region, Neil Twitchell, the administrator for the Community Public Health Development has assigned Groton to the Franklin Region. The Board asked if a letter from them would be helpful. Chuck has agreed to draw up a letter for the Board’s review and signature.

 

Groton Old Home Day is scheduled for Saturday, August 16, 2008 at the Everett Hobart Memorial park from 10-4. The parade begins 1:00pm. The day’s activities will be followed by a ham and bean supper sponsored by the Groton Historical Society. This will be from 5-7pm at the Town House.

Mike made a motion to adjourn the meeting at 8:20pm, Rich 2nd, all in favor, so voted.
