Selectmen’s Meeting Minutes (Amended)

January 6, 2009

7:00pm

 

In Attendance:  Michael Brogna, Miles Sinclair, Pamela Hamel (Administrative Assistant)

 

Audience Members Present

 

Mike Brogna called the meeting to order at 7:03pm and read the appointments, announcements and the minutes of December 30th to the audience. Mike made a motion to approve the minutes as written, Miles 2nd, all in favor, so voted. 

 

Miles verified that the minutes of the 1928 town meeting show that the warrant article to discontinue Nedeau Lane/Bailey Hill Road to the Coburn Place subject to gates and bars passed thus making this section of road Class VI, and the 1959 article to discontinue from the Rumney Line to Hobbs place also passed thus making what is now called Colburn Road and a portion of Bailey Hill Road private.

 

Mike made a motion to sign a 5 year contract allowing the Baker River Valley Snowmobile Club permission to access the class VI portion of Bailey Hill Road and the class V portion of Bailey Hill Road below Ashley’s house, Miles 2nd, all in favor, so voted. This contract can be cancelled at any time with 30 days notice. Miles asked that a letter be forwarded to the Club with the results of their research and an apology for taking so long to answer their request. The letter should also include that it is not necessary to gain permission to cross town roads, and the club will need to contact the property owners for access to Colburn Road.

 

Miles reviewed the packet sent by John Wood concerning the Longley family. In it are clear references to Groton, Shirley and Pepperell Massachusetts. Mike read the Board’s letter of response to Mr. Wood.

Mike made a motion to sign the letter of response to John Wood, Miles 2nd, all in favor, so voted.

 

Miles asked Pam if they have heard from the Dorchester Board of Selectmen concerning setting up a meeting to discuss the mutual road aid agreement. Pam said they had not.

 

Miles reported that the Concerned Citizen had given him a call and told him the following:

·         The Concerned Citizen has personally seen a flush toilet in the Abbott home

·         The composting toilet was not in the bathroom but setting elsewhere on the property

·         Believes the two were swapped out before the inspection

·         Supplied Miles with the name of a state plumbing inspector who might be of some assistance. Miles is planning to be in touch with the plumber.

 

Mike made a motion to sign the septic design for Kuder, Map 6 Lot 22 sub 3, Miles 2nd, all in favor, so voted.

 

The Board reviewed the driveway permit for Jordon, 8 Betty’s Lane. The road agent had visited the site, written his requirements on the permit and signed off on it. Mike made a motion to approve the driveway permit for Jordon, Miles 2nd, all in favor, so voted.

 

Mike made a motion to sign the memo to all department and committee heads, and trustees, concerning their annual reports, Miles 2nd, all in favor, so voted. The deadline for submitting their reports for the Annual Town Report was November 24. To date, only a few have been submitted. The new deadline is January 15.

 

Jo O’Connor asked why the Board had only contacted Hebron and not Rumney about a possible joint Police Department. Mike said that most of the Town’s public safety dealings are with Hebron, and Miles said that this is how it was presented to them by Dawn Lemieux. To date, the Board has not received a response. Miles will be seeing Hebron Selectman Bruce Barnard at a Hardy Country Snowmobile Club event this weekend and will ask him about it.

 

Mike made a motion to adjourn the meeting at 7:43pm, Miles 2nd, all in favor, so voted.
